At the international donors' conference "Towards a New Future for Haiti," held in New York on March 31, 2010, 58 donors made pledges to Haiti in support of the Government of Haiti's Action Plan for Recovery and Development. From 2010 to 2012, the Office of the Special Envoy for Haiti conducted analysis of the 55 public sector donors who pledged at the conference. A pledge is a general promise to provide assistance. It is usually made for a particular timeframe, though not always.
Commitment happens when a donor has contracted with an implementing partner, or has internally earmarked money for a particular use. This may include obtaining internal approval, such as that of a country’s legislature.
Disbursement is the transfer of money from a donor to an implementing partner (which could be the Government of Haiti, an NGO, a UN agency, or a private contractor, among others.)
Expenditure happens when the implementing partner spends the donor’s funds.
Debt relief is an important part of aid, and occurs when creditors forgive a debtor country’s loans (or when a third party pays those loans for the indebted country). The Office of the Special Envoy does not include debt relief in its calculations of disbursement percentages, however, because debt relief does not necessarily result in recovery activities on the ground in the 2010 – 2012 timeframe. Programmable cash—that part of the pledge that is not debt relief—is a more telling measure of funding available for recovery activities.
