ANALYSIS SHOWS 52.9 PERCENT DISBURSEMENT RATE FOR HAITI RECOVERY AMONG PUBLIC SECTOR DONORS

New York, Port-au-Prince, 9 January 2012 —The United Nations Office of the Special Envoy for Haiti (OSE) has conducted a new analysis of pledges made for post-earthquake recovery activities, revealing a disbursement rate for the 2010-2011 period among public sector donors of 52.9 percent. Of the funding disbursed by bilateral donors from their pledges, 6 percent has been channeled as budget support through country systems.

The analysis is based upon updates from 55 public sector pledge-makers at the 31 March 2010 international donors conference. These donors pledged approximately $4.50 billion for recovery activities in 2010 and 2011. (This number does not include debt relief pledges totaling $1 billion). Of the $4.50 billion pledged, $2.38 billion (52.9 percent) has been disbursed.

This $2.38 billion was disbursed through four channels:

• $1.59 billion (67 percent) in grants in support of the Government of Haiti, and to multilateral agencies, NGOs and private contractors;
• $319.9 million (13 percent) in budget support to the Government of Haiti;
• $275.8 million (12 percent) in pooled grant funding to the United Nations, Inter-American Development Bank and the World Bank through the Haiti Reconstruction Fund; and
• $197.6 million (8 percent) in loans to the Government of Haiti

These donors have disbursed an additional $654.8 million for general development in Haiti, outside of the New York conference recovery pledges.

This analysis does not include funds pledged for humanitarian relief activities. It is also exclusive of pledges made by privately funded organizations at the New York donors conference.
